Honestly, in order to really maximize your cycle I would hold off until you can get the body fat down a lot more. You're asking for unwanted estrogen problems carrying that much BF while using high amounts of testosterone.
I'm just guessing on the BF%. Probably not that far off though(I will get a real measurement at the gym tonight). Bummer... The last time I cycled I was around 19 and had quite a bit of BF. Cycling increased my workout intensity and it ripped it right down. I obviously did not know what I was doing. Too long ago to remember the exact gear breakdown. It was Sten and Sustonon for about a month. It was the best I felt in my entire life. Are you saying it's out of the question?

Hes just strongly suggesting that you consider decreasing body fat before you start. If not you're very prone to gyno issues. You'd need aromasin or armidex and nolva on hand.

I've read the First Cycle and PCT. Kinda confusing. How do you measure estrogen levels in the body?

You get an estradiol test. They draw blood to measure it.
