Let's say you have a blend of 250mg of x/200mg of y per 1mL, how come they can't make 250mg of x by itself in .5mL instead of the 1mL like it is now? I'm sure there is some scientific reason as to why.

I was using the blend as example that its possible to put product X in less then 1mL.

I'm gonna take a crack and say you're looking at say a 250mg test E / 200mg deca blend or something similar? If you're saying 250mgx2 in 1ml then that is borderline impossible if not entirely so. I'm not sure the former is even possible but I've heard the longer the ester sometimes the more will hold in solution. So with the decanoate ester you might be able to squeeze in a little extra with some finesse. Either way each hormone and each ester will have a different solubility and will hold at different amounts. Generally the shorter the ester the less will hold in solution, though some hormones just take up more "space". To be honest I wouldn't question it too much, it's pretty well known by now what is possible and what isn't, so the things available generally reflect that. If you see a blend that promises more hormone per ml than you've ever seen, I'd be wary of that.

I do not like blends like 250/200mg/ML like you described for one reason. These are definetly underground products because no Pharmaceutical company would make a product with this much hormone per ML. Now ask yourself why is that. Well it is nearly impossible to keep that much hormone in such a small amount of oil without it falling out of suspension. Using a UGL is one thing but at least use one that trys to stick to basic pharmaceutical standards. This is why you don't see anyone producing a 250mg/.5ML product. In most cases EO is used help hold more in the solution. Even so the injections are usually painful because once the oil is in the body the hormone is likely to fall out causing irritation and pain at the injection site. I don't use blends. I would rather inject 2MLs one ML of each compound than 1ML of a blend. It is not easy to get that much hormone to fit in the small amount of oil and in most cases these blends don't contain what they say they do.
