I personally never injected it. The injectable that I've had was more effective taken orally anyway.

no steroid is safe ....it is only depending on the dosage and how some people respond to a certain steroid that make some safer than the other. so it is up to you bucky and how much you care about your health and the risks you are willing to take.
side effects of winstrol (which is also true for most steroids)
1- liver toxicity
2- lipid levels
3-acne
....and so on, however it does not cause gyno and shut down as much as test.

You can't blindly say a certain steroid is "safe," we don't know you or your health history, how you'd use it, if you'll abuse it, what your diet is like - we aren't your doctor.

That being said, of course it hits your liver - thats the way its built. It also will ruin your cholesterol profile, some say for several months after ceasing use. People seem to look at this because it won't cause water retention as much as other gear would, but despite this provides decent strength gains. IMO you don't get something for nothing, so don't go planning life time cycles of anavar or winstrol because if it worked like that, no side effects and an endless world of gains everyone would be cycling like this.

Also, at least be willing to shoot it (if you can find good clean injectable stuff). Since you'll be running test with it anyway, right(?) this shouldn't be an issue. If you aren't willing to shoot, you should avoid the temptation of gear altogether, this is not a world for the casual user who is going to pill pop and not do things "right."

Winstrol is rubish, much better compunds out there with better results. (and "safer")
