But how does one go about finding a contact to buy them from? them being DECA and test

You just need to search around. NOBODY is going to give sources or how to GET sources. Try a google and see what comes up.

A bunch of scammers comes up from Google. If you spend enough time on the boards to learn enough about gear to use it responsibly, then you will find where to get it eventually.
