I don't see why you have two different calorie intakes. I understand if it's a clean cut between off season and on season/dieting and bulking, but even if you're not bulking but still want to grow, you need to eat enough to do that or even maintain the size you have. 2100 is 400 cals lower than the recommended daily amount anyway. You can't expect to grow if you're eating LESS than what the average person (who may not even lift) consumes.
To kick-start some growth, try boosting your cals by 1000. And if you grow on that, keep it at that level. I struggled to put on size until I significantly upped my cals. You're quite light for your height and have a low BF% so you could probably get away with loading more cals without putting on too much fat - use that fast metabolism to your advantage. Also, with the possible exception of the dbol, you should've made some decent gains from what you've taken. What were the cycle durations? Were they legit substances? I think you need to regroup, nail a diet that sees you grow first, and then, when that starts slowing and upping the cals no longer seems to help, try PH/AAS etc. I know diet isn't as exciting as relying on some super compound to make you grow, but you'll swell pretty quickly if you eat like an ox and train hard. Besides, drugs can only do so much - many are next to useless without adequate nutrition.
