Is this possible- Low T but high DHT ?

When men are in the 69's and 70's and have low T, they get dht side effects but not in their 20's when T levels are highest. Why would someones DHT increase as they age while total and free T decrease?
how is this possible?
 
estrogen INCREASES as we age (and yes, that is due to fat deposition and subsequent aromatization), but this increases the level of DHT receptor, but also presents an imperative binding offering for estrogen and IGF-1 at the level of the prostate membrane where there is a heavier concentration of DHT receptors
