body fat and measurements?

This is probably an odvious question, but im curious. If you loose some body fat, while maintaining your muscle, will measurements decrese slightly (lets say; arm measurements)??

If so, I would presume that if you loose body fat and you still measure the same you've gained muscle, am i correct?

I would say YES to both, It can also depend on where your putting the muscle on to.
