    I wouldnt know but if I were him I would contact the Sponsoring competition via email or call. Always go straight to the source.

    Yes. As TJTJ says you should check with the promoter to make sure it is allowed at the particular competition. I remember Milos Sarcev used to compete at every USA and Nationals in the '90s until he petitioned his home country for his pro card.
