I am not surprised at all that Durbin would be the one introducing this. Illinois is probably the most legislation-happy, nanny-state in the entire nation (or at the very least shoulder to shoulder with Cali). Just recently they passed a bill requiring ID when purchasing products containing caustic acids (the original bill would have pretty much required an ID for buying laundry detergents, and such, but that was pared down to just battery acid and sulfuric acid I think) because some nutcases attacked a woman with battery acid. The only way they know to deal with problems is to either ban or severely restrict. If it was up to Illinois you'd have to fill out a 2 page form and wait for a regulatory committee every time you take a piss.
