Cutting or bulking makes a huge difference in what is classified as good or bad. ie: pasta, good if you want to pack on pounds, bad if you're trying to take it off.

Depends on how carb tolerant you are too. Some people can eat a lot of carbs of any kind and not gain fat, others eat very little and it goes right to fat.

For cutting Bad = sodas, fruit juices, candies, pies, cakes, beer, potato chips, breads, rice, pasta any kind of processed or refined carbs even starchy carbs depending on how much BF you need to drop.
You really need to monitor your intake of all carbs but generally you can't go wrong with good carbs like leafy vegetables and such.
Timing carb intake around physical activity is important as well.
