Leg raises is a great excersize to hit those lower abs. try hanging leg raises and im sure you will be happy.
odds are you are not eating enough to faciliate fat loss at this point. depending on how long you have been eating low carbs I would consume high cals for a couple of weeks to reset your metabolism then slowly drop them will either adding some long duration early am cardio in the fasted state or try some interval training like HIIT or Max-OT cardio.
