Question Measure before or after cooking?

Simple question, but I don't think I ever saw it explained here.

With things like rice, or oats people often talk about a cup, half a cup, quarter cup, and so forth - are we talking a cup BEFORE cooking, or AFTER cooking?

With rice in particluar (I only eat long-grain brown rice) there's obviously a large difference, since a full cup of brown rice before cooking easily doubles in size when it cooks and absorbs water.

So... more or less - with all these meal plan ideas I see above in thr sticky's by Jodi, etc - are we talking a measurement of whatever the food is before, or after it's cooked?

    Cheers

Crap that is confusing, because when a label says 1/2 cup per serving how are you to know this is post cooking? I sure never guessed that.
