If you are just starting to lift, then it is quite possible that you will lose fat while simultaneously gaining muscle. However, it is very hard to cut fat and add muscle mass at the same time. Most likely you are going to have to pick one or the other.
I usually suggest bulking first because cutting will be easier with more muscle, and therefore a higher metabolism. As well, if you cut first then you stand to gain some of the lost fat back when you start bulking.
