Yes there accurate as long as you know how to take your skinfold mesurements and take them at the same place each time you mesure. Far more accurate than any electronic device (eg the hand held gadget they use at some gyms or the digital bodyfat scales that give you an accurate reading of anything up to 5 to 25 per cent!! ). Another good way to make sure your loosing bodyfat is to simply take a mesurment of your waist chest and arms once every couple of weeks. Hopefully your arms stay roughly the same however chest mesurments and waist should obviously go down.
