    Is It Possible?

I've been cutting now for 7 weeks. My bodyfat has dropped from 29% to 19%. Weight from 277 lbs to 248 lbs. This is my diet 7 days a week. 2220 calories. 24% carbs, 60% protein and 16% fat. I train 4 days a week and do cardio 5 days a week for 30 hard min's. My question is can I still build muscles even though I'm in a calorie deficeit?

    Probably not

The very obese and some newbies can - they will loose weight but gain lean mass at the same time...

This gets harder to do when your body composition improves to a point where your body can't 'build' muscle with the fuel from your own fat stores...

Just to keep you from getting your hopes up, I'm going to say, "No." It's a non-professional answer, but it's my own.

Highly doubtful. Especially at the rate you are cutting. I'm willing to bet that you are losing muscle mass. I suggest no more than 1 pound per week if you want to maintain your LBM as much as possible. 2 pounds per week can be done, but I definitely lost a little LBM when I was cutting at that rate.
