what can i eat/do to bulk up specificly my arms, but at the same time not get fat?


Not getting fat is not just a function of what you eat, but also how much of it. You want to keep blood sugar levels within reason, which means long slow burning carbs, with adequate protein... whole books have been written on the topic of diet, but targeting arms alone wont work unless you lessen the workload on other bodyparts.
