I am 15 years old. I've been bulking for 7 months, and I'm going on a cruise in may. I still have a low BF%, guessing about 9-10%. What is the lowest BF% I should go down to, while still being healthy? Is there anything that would be different for me, because of my age? I know I'm still growing and don't want to harm myself.

5 feet 11 inches, 149 pounds, 160-165 (acording to max calulaters), going to the gym for 4 years (0 gains)but only eating right for 7 months, 8% bf 127 pounds when I started and the same height 149 pounds now, goals are to be around 215-230 pounds 6% BF.
Wow 0 gains in 4 years :/ I have gained 2 kgs in 3 weeks of muscle and actually lost body fat.
I am only 5'5 and weigh in at about 130. I have been doing gym for about 3 weeks but I have been eating very well as I researched before I started my training.
I am also eating supplements (protein powders and multi vitamins)

IMHO you would be wasting your time cutting. Why? Because you don't need to..!
Anyway, a few things to answer your questions:
1. As you are only planning to cut for 1 month, as long as you maintain a fairly good diet (lots of nutrients) and are getting adequate nutrition (not SEVERE calorie restriction) then any effects on your growth or health should be minimal and reversable. BUT if you were to try to maintain a very low BF % and/or a very restrictive diet for longer than this (say, closer to 3,6 or 12 months) then the risk of long term health complications (negative concequences for your growth, hormones and development) would become an issue.
If you DO cut then, because of your age, make sure you are getting adequate things such as iron, calcium, vitamins, Essential fats, and CARBS for growth.
2. As you are already very LEAN and you are also at a lowish weight for your height you might want to reconsider.... These things mean, in terms of your losses, you will likely drop a higher % of lean mass. eg: instead of a 4:1 ratio of fat:muscle loss it may be closer to 2:1 or even (if you do it badly) 1:1. This would be negative not only for aesthetics (your BF% will only decrease marginally - as your lean mass would decrease as well) but would also have negative metabolic concequences and render the work you did bulking useless.
3. Consider your time in life!!! You are YOUNG and ACTIVE and GROWING. YOU DON'T NEED TO DIET!!! Why cut when, at your age, the advances you can make into LEAN GAINS will FAR, FAR outstrip the possible short term benefits you will have from cutting for a cruise! Just eat healthy, have fun and SET YOUR BODY UP FOR A HEALTHY LIFE!
