I weigh 222 and am around 16% bf. I eat an average of 2000 calories a day. I'm trying to cut, but my body fat is staying about he same. I'm still gaining muscle.

Depends on the day. A night before a hard training run or ride I'll take in an extra 500-800 calories before and an extra 500 after, which would put me at about 3200-3500. Recently I don't keep track but I know from years of logging it's about 2200 per day usually.
Today I can do what others will not so that tomorrow I will do what others cannot.
The difference between winners and losers is that winners do things that losers don't want to do.

I must be estimating low. I think I am fairly accurate on estimating total protein intake and carbs, but don't try hard to control my fat intake. I bet the extra fat is making my estimates way low.

You could use a bodyfat impedence scale. But these things are not accurate(though they are consistant hence ok for tracking changes to bf).
Calipers are fairly accurate and the cheapest option.
