But the real question you need to ask is if it would be important? And unless you are eating the bulgur first thing in the morning, on an empty stomach, with nothing else (no protein, fat etc etc) then the answer would be no.
The fats, protein, fibre and other things in the meal you eat it with are going to dilute the carbohydrate found in the grain and will also dilute the glycaemic response to the meal (unless you eat it with a whole heap of glucose syrup... mmmm... bulgur and glucose syrup...).
If you ARE eating only bulgur, first thing in the morning (after an overnight fast) - then don't!
The GI is only one teeny, tiny peice to the food puzzle... and the emphesis that most people put on it is too great. Use it as a tool - not the 'be all and end all' of what you should eat.
