Depends what your normal day looks like? Are you doing various heavy lifting? Does your job involve using any muslce? But otherwise, no.

Yes if you do any form of strength building exercise

    Such as yoga, or calesthenics

Does not have to be bodybuilding!
(but that works faster, due to the nature of the beast)

Let me take a wild guess...

You want to improve, but youre afraid of betting to big and muscular...

    Well, guess what?

Don't worry about it, unless you are a genetic freak or on heavy steroids,
you'll be lucky to show some muscle after six months of strict training
    and dieting...

So get a gym membership hit the weights and STOP...

i want to get as muscular as I can..
i exercise everyday, the problem is that my parents would let me run or lift weights until i gain about 8 more pounds.
I try to eat as healthy as possible (oatmeal and fruit for breakfast, 5 small meals a day, including protein shakes..) I was wondering if I could build any muscle at all without strength training so I could gain muscle mass instead of fat....

seeing as you are new to weight training you might be able to build some muscle doing bodyweight exercises like press ups, pull ups and dips. but if your serious about building muscle - reach for the iron

IF you are severely underweight (which is sounds like you are - if your parents will not let you do exercise) then you should not need to run!!

But adding in some body resistance exercises (push ups, sit ups etc) would be beneficial to helping partition nutrients to your muscles.

Have a read of these for a little more information:
    http://www.dragondoor.com/articler/mode2/Workouts

I also hate to tell you but, if you are severely underweight, then you will find that your body will add on a higher % of fats than you would like - regardless of what you do. It goes into 'recovery' mode and will stack on the fat to help protect you from future bouts of starvation.... You will also find that you will gain more on your abdomen/waist than you would like - as this is the 'protective fat area...

But don't worry, once you get yourself into a healthier state then you will re-distribute this weight and you can focus more on creating the physique you desire. Just focus on getting healthy first!!

edit: ps - Don't worry if it is not 100% "clean foods" - just eat! Calorie dense foods are what you need, so things like grains, nuts, seeds... Add in real protein foods too - skim milk, whole eggs, chicken, game meats... Fruit and vegetables are also important.. Just try to get those calories in!

Just think - the faster you get on those 8 pounds - the faster you can hit the weights!

Ok ok I solved the problem. Eat shit loads of Ice cream, pizza, and mc donalds. Gain your 8 pounds, then start lifting weights and go on a bulking diet for a year

Tell your parents that if you are eating right and lifting weights you will gain weight in the form of muscle. You will most likely gain some fat as well, but not to fret. You can worry about that later.

You can go with bodyweight exercises or old school stuff instead of traditional weight training. Do pushups, pullups, body squats, situps, etc. Carry around rocks, push around your friend's cars in neutral, smash the ground with a sledgehammer, etc. Try plyometrics like jump squats, box jumps, clap pushups, etc. There is all kinds of stuff you can do besides simply lifting a barbell!

tell your parents to stop being so ignorant. why would they want you to gain 8 lbs of fat instead of some of it being muscle. Granted you'll have to eat more, but you need to cut out all aerobic and anaerobic activities other than lifting if you really have that much trouble gaining weight and are severely underweight.
