SO many variables to consider in this equation. Metabolism, how active you are, the types of calories you're eating.. There is no single optimal number; each person is different. Best thing to do is to count calories and log the effects. Through trial and error, you will find out how many calories you will need to meet your goals.

Very few people, and even then only beginners in most cases, can do both of those things at once. Unless you're pretty overweight, you really need to focus on one or the other. Most people bulk for awhile, then cut, then repeat.

When you want to gain muscle effectively you're in caloric surplus. When you want to lose weight you're in caloric deficit. When you try to balance the two you end up right in the middle going nowhere and getting pissed the fuck off. Pick a goal.

In my opinion % are worthelss... You need to use your lean mass as an indicator as to whether or not you are eating appropriately...

    Calories
    Protein
    Essential fats
    Fibre/ vitamins and minerals
    Appropriate pre and post-workout nutrition

Get those, and the rest is really 'fluff'...

You're going to have to use trial and error with sufficient examination of results to really figure that out. I usually start at maintenance and make increases in calories of about 5% per day. I monitor weight changes, and don't make alterations to my diet unless something doesn't change to my liking for 2 weeks, but I take a weekly measure of my weight. Measuring body fat in addition to that and tabulating lean mass would also be a great idea.
