Cut, Bulk, or Recomp

I am 5'9", 160 lbs, and about 15-16% bf. Should I cut first to around 12% bf, or should I bulk up first, then cut? Anyone with experience, which way is best or most recommended?

I would suggest you either recomp or cut. At 15-16% your BF% is going to start to get higher than what is ideal if you were to start bulking.

Is a recomp eating at maintenance? Would a person be able to gain some lbm and lose some bodyfat?

yes - at maintenance with a clean diet or you could go up ~5-10% above maintenance to see if that works. I'm about 10lbs lighter than you and still have skinny fat. I've been eating ~10% above maintenance and it seems to be working for me. In fact, when I started I was 140lbs and now up 10lbs and have become leaner.
