What does "fat is anabolic" mean?

I've read that fat is "anabolic" in several threads over the past few months and i never could quite understand what that means. Could someone explain how fat is anabolic or give me an article or link?

Don't have any links on hand regarding this, but I have learned from numerous sources that fats provide "fuel" to testosterone. Moreso, fats "fuel" hormonal activity.... a low-fat diet could prove to be muscle damaging.

That is regarding quality fats of course; EFA's and whatnot. Eating chips for the fat isn't necessarily going to lead to strength gains.

Fat is a result of being anabolic. Example is eating a cal surplus will make you anabolic and gain weight some will be fat if it's a clean bulk most will be muscle. Storing fat is anabolic. Insulin is anabolic causing nutrients to be
stored. Fat also raises testosterone levels.
