If it's hard for you to shed it you better start now then instead of building it up more so it feels like forever when you cut.

I tend not to to good on cuts I cut for like a month and lost 16lbs and a inch off my arms. I was around 14.5 and then I fucking cut and lost it. Then I quit for half the summer because I was drinking and to tired the next day to lift.

I prefer to cut in the summer, when I can jog. It sucks to be cutting in the winter, because
    - jogging sucks when it's cold.
    - you're wearing more clothes so people see overall size instead of definition. You actually look bigger when you've got some fat.
    - you're not going to the beach.
    - eating little when it's cold makes the cold even worse.

Ditto. Clean bulk for the winter, cut at about the end of Feb.

    That's my plan anyway.
