"Fat" question

Hello,

I have been on a weight lifting cardio diet for three weeks now and have lost 4 lbs. My measurements around my stomach and sides have not moved at since, yet I have lost weight and I look better (more toned) in the mirror.
Now, I have noticed though that around my stomach and sides the fat feels more loose and jiggly. It almost feels worse or more fatty then when I first started the progam.

So my question would be is this a good sign that the fat in my stomach and sides are getting looser? Is that why it feels more jiggly and soft? Is it slowly eating away the fat? Will I eventually start seeing my measurements change if I stick with it?
All I know is my diet is very good. I eat and exercise according to how Tom Venuto has tought us. I feel and look better yet the measurements have not changed yet. Is three weeks too early for a change?

As you lose bodyfat, some places will have faster loss than others, and you will notice some areas that you thought were not too bad all of a sudden looking more fat than you thought before.

The skin also takes longer to shrink back, so it could be a sign of fat loss under the skin, and the skin is loose.
