I am not sure I fully understand your question, I am just not sure what you mean by the chest looking thinner.
Most peoples workouts change over years and it maybe that Arnold required a different look to his chest or was just testing out a different look in his later life.
The way each muscle develops depends on the types of workouts and the angles etc. So in the case of the chest, if you do more decline work than incline work then the bottom half of the chest will grow more.
I would recommend trying to build the chest up evenly by doing an even number of incline, flat and decline workouts with similar weights.
