If you are saying that the burn is 2nd degree and you donīt know how to treat it. You probably diagnosed by yourself. So, you canīt be sure if that burn is only 2nd or if it is a mix with 3rd or 4th...
Seriuosly, go to the doctor.

Basically keeping it dry and clean ( use non stick gauze) and by all means avoid neosporin or hydogen peroxide since they prevent reepithelization of the skin.

however, see your doctor immediately if you have any of the following:

fever
puslike drainage from the burned area
excessive swelling of the burned area
increased redness of the skin
numbness or coolness of the skin beyond the burned area on arms and legs
a blister filled with greenish or brownish fluid or one that becomes hot again or turns red
a burn that doesn't heal in 10 days to 2 weeks

Also, it is good to distinguish between two types since one type, deep partial thickness has the highest liklihood of complications.

Superficial partial-thickness burns injure the first and second layers of skin. These burns look red or pale white. The skin turns white (blanches) when you press on it, then turns back to red. The burn is moist and painful. Blisters and swelling usually last about 48 hours or longer. Superficial partial-thickness burns are often caused by contact with hot water or hot objects.

Deep partial-thickness burns injure deeper skin layers and are white with red areas. These burns remain white when you press on them. \ou may feel pressure but not pain. The skin looks spotted, may appear waxy in some areas, and is dry or slightly moist. These are the ones that concern us about possible infection. Deep-partial thickness burns are often caused by contact with hot oil, grease, soup, or microwaved liquids.

doesn't she kick ass...so how come you aren't in medical school?

My opinions may have changed, but not the fact that I am right.

When one door closes another door opens; but we often look so long and so regretfully upon the closed door that we do not see the ones which open for us.
