He wants an Internet kill switch. He wants to be able to "turn off the Internet" in case of a terrorist attack. Pretty much, he wants the ability to turn off the Internet backbone in the US at the router/switch level (the stuff owned by the telcos).

Which is stupid as shit. Each individual owner of each computer or router is already taking care of his own property.
