OK, don't know if this is the right forum or not, but here goes...
When is the best time to take measurements?
Do you take them relaxed or flexed?
Where do you take the measurements? (like where on the leg, chest, arms etc)

Usually cold..which means anytime.....although, all can be also taken flexed...it's just important to state which..
There is no best time, but you will be bigger in the evening...esp the waist
Typically
Arms, forearms, calves and Legs...biggest part
Waist, chest, shoulders and sometimes neck
Everything but waist and neck can be taken flexed, shoulders being the trickiest......usally a grith measurement, tape wrapped around the entire circumference, widest part

I don't think it matters but if your trying to keep track, I'd just be sure to do it at the same time of day each time you measure.
I like the morning cause generally, your body will be a little dehydrated from the nights sleep so less will be contributed to water weight.
