Carbs? or just calories?

I'm confused... is it all calories in vs calories out? Or is it really important to decrease the # of carbs in order to loose fat (ofcourse eating the slow burning carbs)?
Keep in mind that I'm not a body builder, so I dont' need to build A LOT of muscle, just want to trim down the fat% a bit.

Basically, it is just casl in vs cals out.
However, there is a difference in the cals (carbs) we take in.
ie, slow digesting vs rapid digesting.

so as long as I take in fewer cals then I burn and eat slow burning carbs, the ration for protein to carbs to fat really doesn't matter? if two people are both eating the same # of cals and 1 is eating p20/c60/f20 and the other is eating p60/c20/f20, they will both get the same results in the fat loss?

Not necessarily. Two people can take in the same cals but due to the differences in those two people, the outcome could be different. Two different metabs, lifestyles, etc.
What exactly is your goal? To lose body fat? You need to burn up more cals than you take in.
As far as how you get those cals...
I think if you concentrate on lean protein, quality carbs and essential fats you'll do fine.
Make note though: a gram of protein has 4 cals. A gram of carbs has 4 cals and a gram of fat has 9 cals.

Basicly what I'm asking is... should I be counting the micronutrients at all? Or as long as I count my daily calories and avoid fast burning carbs and sugars, I'll reach my goal (to loose body fat).

You should. However, this is not etched in cement. Stay on top of things and adjust accordingly.
I've discovered that weight managment is ongoing.
Try something and if it works, keep it up. If not, change something, ie what you eat, when you eat, how much you exercise, etc.
