Should I refeed?

I'm 157lb, 13-15% bf, currently on a cutting regiment to hopefully get down to 10% bf and put on some mass (newbie) by end of Spring quarter. However, my diet revolves around the uni dining halls, the only things I can afford are my whey powder, oatmeal, and some canned tuna/salmon. At the same time, the dining halls almost never have those "good" carbs, like sweet potatos and brown rice, instead offering white rice (I don't know what kind, but it's white and the individual grains are really fluffy and sticky), white potatoes, and pasta.

As such, my carb intake has been (diet started on Monday) quite low. Not keto level, but over the last 3 days it's gone 92/126/and 76 so far today (and it's already 8:35pm).

So, should I refeed (carb-up) at some point since I'm consuming less than my bodyweight in carb grams (and I'm including a ton of cucumbers and tomatoes in those totals) on a regular basis? Or should I maybe just eat the high GI complex carbs they provide, in moderation? Or a lot of fruit (well not a lot, but it would be like 2-3 apples a day, maybe 4 on some)?

It sounds like you would be "better off" doing a low carb diet with a refeed every 4 days. IOW - Stick with less than 100G carbs per day and then on the 4th day refeed with the High GI carbs in your cafe. Have you read the refeed article?

Once and if you start bulking it will be easier but since you are cutting, this to me appears to be your best option.

Yup I've read the refeed article, was just making sure. So I should keep my carbs to what...maybe around 60-80g a day? I don't want to do a keto diet, but I can easily go for 4-5 days on say...50-80g of carbs. Especially if I can enjoy some yummy ones on the refeed.

3 days low carb.........then on the 4th day refeed. If you can keep your carbs at 100 that would be better.

100g is considered "low carb"?

Yup. In actuality "no carb" diets fare around 30g of carbs per day due to the acculmulation of tiny carb amounts that are unavoidable, ie. 2 carbs in salad dressing or protein powder ect.
