Ey ppl,
Im somewhat of an amateur to this stuff and the stuff I read on the internet tends to be conflicting so I want to talk to ppl that know their shit. My goal is to customize myself a diet and workout program for the next 13-14 weeks that will allow me to lose plenty of fat, so im left with a frame that is not too skinny and can go into building muscle once school starts. I dont know my % fat but I can tell u that im 6'1' and roughly mid 178 lbs with a fair amount of flab on the stomach. Im thinking to go down to around 165 lbs and intensely improve my cardio endurance. Quik question...if u do cardio e.g. running does that increase your leg muscle mass or simply tone your leg muscles? Once school starts I want to simply bulk up and finish off with cardio at the end of it all to have toned down muscle, weighing in @ around 190-200. Is this the best approach to realize my goals? Any help is much appreciated.

Your best bet would be to desigin a diet which will allow you to slowly gain some LBM along with losing body fat along the way. at your height and weight you don't want to lose a lot of weight.
your routine should be based on compound movements, bench, military press, squat, dead lift, etc...these are the main "mass" builders when you have a diet with sufficient calories to sustain new muscle growth.
to answer you question, cardio does not build leg muscles. infact too much cardio can cause a loss of LBM...only will the loss of body fat will the body look more toned or defined. that comes from both the combination of a regular exercise regimine and a healthly diet...

With that height and that weight, if you cut down now is not a good idea. Gain some weight and donīt worry about the fat.
