I have used Eph before in a supplement that used to be legal. I noticed that the 25 mg available now, compared to the supplement that was available before 4/12/2004 took effect, contained Ephedrine Alkaloids (from herbal extracts) 21 mg
Is it the mixture that was available before of that supplement with all those other ingridients like Guarana, Synephrine Alkaloids, and MaHuang that made it work well? can this ECA work just as good ?

yes, the ECA stack is quite effective:
ephedrine = 25mg
caffiene - 200mg
aspirin = 300mg
