If you do a compound movement like Shoulder Press, you can work the entire shoulder area with the most weight.

I would personaly say the anterior delt is the strongest as I can front dumbell raise more then I can on side or rear laterals (if i was to do them) and I can side lateral more then I can rear bent over lateral.
