Hi, I've been training for a while now but still don't understand why are my triceps so flabby, despite a low bodyfat. The funny part is that when I flex my arms, the flab can't be seen. However, if I relax my arm, hang it straight and shake it in a left/right movement, than I can see the disgusting flab moving aound in my triceps.
Is there anyway I can tighten and remove the flab? Or are there any particular trics exercise that works well for this type of problem?

No, unfortunately you can't spot reduce, the only way is to lower your body fat.
You can work on increasing the size of your tri-'s.
