Wave Loading question

I am following a program that has been working well so far, I am on phase 3 (of 4) and it calls for wave loading.

I am to do ascending weight, descending reps, 2 sets of 4, 3, 2.

It says to have 3 minute rests between sets, my question is whether I do 4, 3, 2, rest, 4, 3, 2 -- or -- 4, rest, 3, rest, 2, rest, 4, rest, 3, rest, 2.

you do 4, rest, 3, rest, 2, rest, 4, rest, 3, rest, 2, rest...move on to your next exercise.
