Barbell Incline Press....shoulders or chest?

I am curious to know what muscle is primarily used in the barbell incline press. I always though it was more chest than anything, but when I was doing them, my shoulders would always feel more burn. I also had developed the shoulders quite a bit a month or so ago while I was doing the incline press every week. Now after stopping the BB Incline press, my shoulders seem to be shrinking. I am thinking of incorporating this exercise when I do my shoulder workouts instead of doing with chest.

So my routine would look more like this for shoulders.

Dips 4 x 8
BB Incline Press 4 x 8
Military Press (DB) 3 x 10
Lateral raises 3 x 15
Front shoulder raises 3 x 15

For my chest workouts, I will go back to DB presses and flys and incorporate the decline press as well. Staying away from BB bench press for a while.

Any bench or incline exercise hits the delts and triceps also.

The steeper the incline, the more the delts come into play.
