Normal Weight Fluctuations?

Just wondering if its considered normal to have your weight go up or decrease 5lbs or more week to week.

I just started lifting and eating right again after a month long break. Prior to the break, I regularly weighed between 197 and 200 lbs without much fluctuation.

After the month break of horrible eating and no exercise, I weighed 218lbs the first week of lifting again, 210 the second week, and now Im at 215 for the 3rd week. Is that much fluctuation normal, or should I just quit weighing myself every week and instead look at monthly progress/weight/body fat%?

My diets been on point for the last 3 weeks (trying for a slow bulk), as has my lifting and cardio. And what is really wierd, is that I was 11.7% body fat prior to my month long oasis, and now Im only 13% body fat despite adding 15lbs when I wasnt lifting or eating properly (I ate a ton of protein, but also a lot of fat and carbs (think steaks, chicken, and burgers!!) ??? This just doesnt make any sense to me.

Oh- Im using a different scale so that might be part of the problem, but Ive verified my new weight with 3 different scales so....

And, Im using a caliper body fat measurer made by accu-measure, so I dont know how accurate that is.

Aside from a clean diet, I am taking cee and the designer supp nha stack during this new lifting phase.
