How to measure Bicep's Unflexed ?

Hey hows it going.
Just wondering how do you measure bicep's unflexed is it 1 - With the arm hanging down or 2 - up like a front bicep pose but unflexed ?

well, it is flexed like the second pic, although you are not flexing properly in that pic.
