Broken blood vessal

Well I just lifted today after not lifting for 2-3 weeks and I noticed a broken blood vessal on my tricep adn on the from of my leg where the tendon are that connect the quad.The one on my tricep is blackish blue and the one on my legs is dark blue black.Is it normal?SAhould I be concerned?
