Cutting next week...

Next week I am starting my cutting phase, trying to lose a couple kilos of fat. I know to bring down the carbs, but I am not sure to what extent. Obviously, taking in less than one expends is the key. But do I need to look out for anything else? I will be doing "power" walking cardio, since running always shoots my pulse above 150! With the walking, it goes to around 135 BPM.
But what concerns me is when and how much carbs:
Do I need to cut out carbs to nearly zero? A pro bodybuilder friend of mine suggested so.
Before my workout, should I still have my intense carb meal? Currently, I eat a bowl of oatmeal with maple syrup (500 calories).
After working out, should I cut the carb part of my shake (100g carb + 40g protein)? I use Weider Megamass powder for this.
How long should I do this and what kind of results (i.e. fat/weight loss rate) can I expect? I don't know if I should crash the carbs to very little or if I should go for a gradual approach. I recall my friend once saying he had dropped several stone in a short amount of time before a competition.
The one thing I have seen is regarding one high-carb day a week to not slow down your metabolism. Pigging out for a day, I can handle that!
I appreciate any help, since this isobviously the place to ask...

What is the problem with your Heart rate going up to 150?
I don't think 0 zero carb is necessary, but that is something you will need to figure out, based on your tolerance to carbs. I would rather think clearly and not be a miserable prick and eat some carbs.
Preworkout a bowl of oatmeal is fine, but 500 cals sounds like a crazy amount, how about some protein in there? Should be about an hour before.
If you are cutting then any weightgainer shake is a waste as it is loaded with sugar.
How about you post a complete diet plan, we can't really make any suggestions based on some opinions that you posted here. Also take a look at the stickies at the top of this page:http://www.ironmagazineforums.com/forumdisplay.php?f=8
There is a ton of info to lead you in the right direction. Also remember you aren't a pro bodybuilder so following there advice is probably not the best route.

if you are only going to get your heart rate up to 150, don't expect much in the way of fat loss or fitness gains. Also, you need to be resistance training.
The above statement is me ASSuming that you are an individual without health problems and not taking beta blockers, which would inhibit your heart rate increasing during exercise.
