When lifting for strength, you can gauge your progress by the amount of weight you're lifting. if you were lifting more weight or can do more reps than you did before you are getting stronger. but when lifting for hypertrophy do you have to break out the measuring tape every week? can your lifting program for hypertrophy be working even if the amount of reps you were doing hasn't increased or hasn't become any easier?

hypertrophy is muscle size, so even if you could do more reps, what if you got smaller?
physical size/visuals is the only measure of hypertrophy.
weight on the bar is how you measure strength.

So that means I have to measure or weigh myself to determine if the program is working.........
How often would one do this? once a week ...........once a month?

Generally on a hyperthrophy program strength gains mean hyperthrophy gains.

GENERALLY - but a lot depends on the diet there. Might be gaining strength without an increase in mass due to insufficient calories/whack macros.
Measure what you want to know. ONLY way to measure hypertrophy is through girths/bodyfat/weight monitoring.
