Scott Steiner Roided?

Scott has got to be one of my favorite wrestlers. I was searching the net today and came upon his web site. I think he has always been a bit freaky, but do you think he is roided out? I think it looks like it but I cant tell the difference or know just from looking at someone if they really are. How can you really tell? I know veins popping out from everywhere and in places that are not supposed too is a good sign, lol. What do you think?
