He is telling those of us in the Future that to contact Alien life forms and to prove our readiness we have to follow these exact directions.......
If you'll notice during one part of the video there are hieroglyphs on the wall, one looks like an Earth Personal Computer and then one that has a round keyboard (that one is alien....), you'll also notice one which looks like a PET,CT,MRI machine...then in the film you'll see the guy make action's like drawing blood, you'll also see a double helix being broken apart and then stretched that's the decoding of the Human genome. Now we've got that, the next part is really cool....in order to send this communication we have to build a network shaped like a web around the globe and then send the DNA, genetic decoding data and 3-d images from the scans of one special person we select to represent us, there will be much fighting but in the end we will pick the right person. Now we have to get that data going through that web consistently (The SETI@home project) if everyone allows down cycles on their processors to work for this cause and send the data through all the wires they will start pulsating and then using a great computer network that is within a Pentagonal shape it will burst forth and travel across the galaxies to a planet that will know what to do with the data. They will reconstruct that being whole with even his soul and memories. His clone will give them a message of peace from us.....They will then send us data to construct a being from, with our cloning techniques and a little help from them we will build their messenger he will teach us and thus will begin our first interstellar alliance....

i saw that movie, it ended with the alien having bad intentions and killing a lot of people. I think it was called Species 2. She was hot though so I kind of had torn emotions not knowing if i wanted to kill or hump the alien.

See that's the flaws in all of those movies, they have to physically have the DNA to reproduce a clone of an Alien.....this way we can handle the limitations of space travel by sending all required data in a message.....
