Some people also call them Pikes. Don't think it is a "toning" exercise haha. I do them sometimes for fun but its not a huge part of my routine. I do them with my legs together and VERY VERY controlled. 4 seconds on the up 6 seconds on the down, sets of 10

The important thing is that you dont cross your legs and you keep the knees from going anywhere passed a slight bend (the more fully extended the better). as for apart or in tight IMO its a matter of comfort. Some people tend to tighten in the hipflexor when they are wide and it is harder to keep them tight so I say challenge yourself and keep them tight.
