taking a similar approach to the one outlined in the article for training calves has been practically miraculous in my case. my calves never seemed to grow until I added extra high rep sets in. I usually did 100 split up throughout the day in a couple sessions on non-training days. i think there is something to improving blood flow. I am not sure how effective it would be for the larger muscle groups, i.e. chest, lats, quads, but if something like your bi's or calves are lagging this is definitely worth the shot.
