As a member of the NYTA I can say that there is enough clearance under a train to do this and I am pretty sure he knows it.
Now, god forbid there is some hanging low or caught under the train then he is fucked.
One night while we were using the worktrain to pull rails we had a guy go MIA on us, he was lost for about 3 hours, they shut the worktrain down once the rail was installed and all of the sudden we hear snoring...we found the MIA worker asleep under the train!
He slept there the whole time while the train was in motion.

I would think a freight locomotive and subway train have different clearance? He's lucky there wasnt a cow catcher affixed or a loose air hose dangling.

If you look at the concrete tracks you'll notice it doesn't lay flat or or doesn't go straight across the rails.
It may not seem like much but you do get a couple of inches.
