I've heard this mentioned more than a couple of times, and I really wouldn't be too surprised if this were in fact true. All things are possible, even the most devious things man can ever dream of creating. Look at how far we've come in the last 100 years. From horseback to the Atomic bomb.

I think if we could find the technology that enabled us to harness the atoms power to create a weapon before, HAARP is definately within the realm of reason.

When a population adopts(read: force fed)communism, it does so recognising the same kinds of corruption in church and state. I've never seen statistics on the actual level of atheism in russia, but am inclined to believe that russian atheism would be like American christianity in the 1600's. Mostly an act so you don't get murdered. In all top down heirarchies, the system inherently concentrates power and wealth at the top. This creates poverty and disempowerment at the bottom. Having no recourse other than faith that it will get better, some folks will turn to the faith taught to them by their parents.
