When running this kind of stuff collection agencies use what they call a skip trace, I believe there are two main data providers for this kind of service. One of which is not only #1 but cheaper than the other at only $50 a month unlimited basic searching capability. This is the service a PI I know of uses, the other service has litterally a per user fee or a very large monthly base fee.
I just dont see very many people fitting on the CD even in full text.

Some of that is public info. But some is not. Any criminal background check, FBI records and such must be run through an authorized person. Say like a Police chief. Not just anyone can do this. I think this person is adding a lot of hype to get you to pay him money for nothing.
