Prince has to have a need for more mods. And the candidate has to be willing to spend a lot of time here.

I guess it takes dedication to the board, the desire and knowledge to help others, as well as the agreement of all current mods that the person is a good cadidate. Typically a mod recommends a member and we all put in our two cents, if the majority agree, they become a mod.
Of course none of the above really matters unless there is a need for an additional mod.
